Is it better to convert a road bike or a mountain bike into a commuter bike?

Also can u suggest some intro type bike names that range from low to mid-range price. I am trying to start cycling ( it is a great sport) but don't want to break my bank acct.

The bikes I have been looking at all come with standard peddals. Can I replace those with the Clip-less ones. I think those are the ones that utilize the shoes with cleats....
